The Public Administrator is a county-wide elected position and serves by appointment through the Probate Division of the Circuit Court. The statutory authority and obligations of the Public Administrator include, but are not limited to, Guardianship and Conservatorship. Guardianship refers to acting in the best interest to monitor the physical well-being of an individual who has been legally determined to be incapacitated. Conservatorship refers to managing and protecting the financial assets of an individual legally determined to be disabled.

The Department of Health and Senior Services investigates reports of abuse or neglect of senior citizens age 60 and over and handicapped or disabled adults over 18 years of age.
